What is Basic Fatigue Management (BFM) accreditation?

Basic Fatigue Management (BFM) is one of three fatigue frameworks under the Heavy Vehicle National Law (HVNL). It is an NHVR-issued accreditation that allows a transport business to operate with more flexible work and rest hours than Standard Hours, provided the business maintains documented fatigue management systems, trained personnel, and compliance with six minimum standards.

The HVNL is adopted by all states except the Northern Territory and Western Australia. Managing fatigue is a core part of the Chain of Responsibility (CoR) obligations the HVNL introduced.

There are three fatigue frameworks to consider:

  • Standard Hours — the baseline framework requiring no special accreditation.
  • Basic Fatigue Management (BFM) — the most common accreditation option, offering more flexible work and rest hours than Standard Hours.
  • Advanced Fatigue Management (AFM) — the most complex, requiring a detailed policy framework and organisational procedures.

While all three frameworks require some degree of management, BFM and AFM carry the word "management" because they demand significantly more attention to process, training, and documentation than Standard Hours.

How does BFM compare to Standard Hours and AFM?

Understanding which framework fits your transport task

Under Standard Hours, any correctly licensed driver can operate a heavy vehicle (GVM of 4.5T or more) with a driver work diary and a daily run sheet. As long as the driver maintains correct rest breaks, does not drive or work for more than 12 hours in any day, and takes the correct rest days away from the truck each week, they are deemed compliant under Standard Hours.

Basic Fatigue Management (BFM) sits above Standard Hours. It allows for more flexible work and rest options, but requires the business to hold NHVR accreditation, have trained personnel, and maintain documented processes that meet six minimum standards.

Advanced Fatigue Management (AFM) goes further still. It requires a much more extensive policy framework and organisational procedures, plus competency-based training within the business. AFM accreditation is issued only by the National Heavy Vehicle Regulator (NHVR).

In short: Standard Hours is the simplest, BFM adds structured flexibility with documented systems, and AFM demands the deepest level of fatigue management maturity.

How do you obtain BFM accreditation?

The NHVR application, audit, and fee process

A business cannot legally operate under BFM rules simply by claiming to do so. BFM accreditation is issued in Australia only by the National Heavy Vehicle Regulator (NHVR). To obtain and maintain BFM accreditation, a business must:

  • Apply for accreditation through the NHVR, typically via an accredited auditor.
  • Pass a relevant audit demonstrating compliance with the six minimum standards.
  • Pay the applicable application fee.
  • Ensure drivers and schedulers are trained in BFM.
  • Maintain documented processes that demonstrate ongoing compliance with the HVNL.

The HVNL sets out the accreditation framework, including the Regulator's power to grant heavy vehicle accreditation. BFM is not a one-off exercise — the business must continually demonstrate that its fatigue management system is active, reviewed, and improved.

What are the six minimum standards for BFM?

The core requirements every BFM-accredited operator must meet

To achieve and maintain BFM accreditation, the business must demonstrate adequate processes across six minimum standards:

1. Scheduling and rostering

The operator must show that the scheduling of individual trips and the rostering of drivers meet the standards imposed by the HVNL.

2. Fitness for duty

The operator must demonstrate a method to ensure drivers are fit for duty and can safely perform their required duties, including meeting required medical standards. Importantly, fitness for duty cannot be determined solely through a self-signed form. A process must be in place to evaluate driver fitness — such as a medical appointment and check with a doctor.

3. Fatigue knowledge and awareness

Personnel involved in the management, operation, administration, participation, and verification of the BFM option must demonstrate competency in fatigue knowledge relevant to their position — including the causes, effects, and management of fatigue, and the operator's fatigue management system. A competency course should be undertaken by those responsible for BFM within the business.

4. Responsibilities

The authorisations, responsibilities, and duties of all positions involved in the management, operation, administration, participation, and verification of BFM operations must be current, clearly defined, documented, and carried out accordingly. Procedures must be relevant, up to date, and accessible to those who need them.

5. Internal review

An internal review system must be implemented to identify non-compliance and ensure activities comply with BFM standards and the operator's fatigue management system. When a non-conformance is found, the business must have a process to improve its active safety system.

6. Records and documentation

The operator must implement, authorise, maintain, and review documented policies and procedures that ensure the management, performance, and verification of the BFM option in accordance with the standards. Policies, procedures, and manuals must be reviewed and updated when required to meet HVNL standards or business practices outlined in the active safety system.

Why does BFM matter for CoR compliance?

Most BFM standards are already required for a compliant transport task

BFM accreditation requires time, energy, and additional cost within the business. However, since 1st October 2018, most of the standards required for BFM accreditation are already required of any business involved in a transport task to ensure compliance and to manage legal liability under the HVNL.

This means the step to BFM should be reasonably straightforward for an operator who already has compliant systems in place. The additional elements typically include:

  • Formal BFM training for drivers and schedulers, and management of that training within the organisation.
  • Additional policy and procedure around the management of driver fatigue.
  • Demonstrating that appropriate fatigue management exists within the transport task.
